CSPs, or what National
Supply referred to as council shoulder insignia, came
into being on April 17, 1970 with the issuance of the National
Supply memo
to Scout executives authorizing the four types of shoulder insignia.
Several councils, however,
had issued shoulder insignia, other than the standard red and
whites, prior to the National authorization. Since, by definition,
CSPs came into being on April 17, 1970, we've elected to call
these issues pre-CSPs and have collected scans of some of them
below. Like the Direct Service private issues, many of them often
appear on CSP checklists and CSP guides, often mixed in with
CSPs.
